For example if you were trying to unlock the phones bootloader and this suddenly happened then it would make perfect since the bootloader tells the phone how to power on correctly. If something went wrong while unlocking it and the bootloader is no longer working correctly then it might not tell the phone how to turn on properly and it could get stuck on its startup logo.

So good job. You did a great job troubleshooting and those steps will often fix this problem, at this point I typically refer people to look into their warranty or replacement options when available. If you were doing this to a computer it would be the equivalent of flashing it from Windows 7 to Windows 8, or you could just install the stock software and flash it from Windows 7 to Windows 7 basically just reinstalling the software and replacing the original defective one with a clean new and working one… In your case it would be replacing your currently malfunctioning Android 4.
