Media player for ps4 wont download

Why can't I download 'MediaPlayer'? I'm using a sub-account, and when I go to 'all apps' in the PS store, I can't find the mediaplayer app. But when I insert a usb device with some music in it creating a folder named 'Music' at the root of the storage device and putting the files in that folder the ps4 detects it and the mediaplayer icon pops right up between the icons of 'what's new?

I highlight it and press Download but it gives me the message-"This content cannot be downloaded at this time. Why does it keep happening? Am I the only one with this problem? Hard to believe they could be so lame, but they want you paying to stream music, not playing your own for free.
